I haven't tried it but as a rule I'd avoid buffets (especially at lower prices) in tourist places like that. There's always better food nearby in Bangkok and I tend not to trust buffets like that for hygiene either. Obviously, if you really wanna to go to the observation deck and are hungry it might have uses but it's not something I'd recommend to my friends who visit Bangkok.

Hi everyone, Did anyone tried this restaurant (Crystal Grill @floor82) Is it worth it? They have a buffet for 790 Baht in the 82nd floor.

Do you mean Bangkok city lodge the one right on the corner its alright no thrills, a bit worn but room is decent size and great location I've even rebooked there . Room is key, not card. Reception dont give a crap who you being back.

I've stayed at City Lodge before, which was fine. Had a few nice STs in there. Good price, great location. My room wasn't noisy (apart from when my guests were visiting). I have a couple of days booked there again soon, happy to revisit again after my last experience.
